  • Billboards

    If you want to erect a billboard to advertise third party advertisements (third party advertisements are by any/all parties not being in physical occupation of the property on which the sign is to be erected or to which the sign is to be affixed) or to advertise yourself, in order to obtain additional income, you have to adhere to the requirements and criteria as stated in the “Policy on Outdoor Advertising Control”, approved by Council. In many instances there are uncertainties on how and where these boards may be erected. Council has rules and regulations implemented in conjunction with certain criteria and guidelines on how any advertisement, which is visible to the public, should look and where it may be located.

  • What is a billboard?

  • The following criteria as included in Table 1 will apply for billboards and any other advertising signs, as prescribed:

Billboards may be permitted inside metropolitan road reserve or other Municipal owned land, with specific attention to:

  • Road Safety (Section 18),
  • Combination and clutter of advertising,
  • Environment impact.
  • The clear height of the advertising structure shall not be less than 2,4m.
  • Criteria as included in Position and spacing of signs, applies.
  • Illumination is only permitted if the road along where the billboard is located, is illuminated, and only if it does not constitute a road safety hazard or cause undue disturbance. No animation is permitted, except for small electronic billboards.
  • General requirements, as stated in Section 13 to 18 apply.
  • An environmental impact assessment (EIA) shall be required for any super or large billboard.
  • An advertising impact assessment (AIA) may be required for a small electronic billboard.
  • No billboard may be erected within a band of 100m from the edge of any area of maximum control, measured from the nearest pole of the advertising sign.
  • If positioned in the road reserve, the horizontal clearance of the footing or the upright of the advertising structure shall be a minimum of 5m from the shoulder breakpoint of the road.  In the event of a kerbed road, 4,5m will be permitted.  If protected byguard rails, the horizontal clearance of the footing or the upright may be reduced to 2,5m.
  • This class is subject to the approval of the EMM.
  • What should you do when you want to erect a billboard - third party/ primary right advertising sign?

    If you have already transgressed the Policy in any way, or if you want to erect a billboard, advertising a third party or yourself, you can obtain application forms and pay the relevant fees at your nearest Service Delivery Regional Offices. Advice, as well as full detail on the Policy, criteria and requirements on the specific sign that you want to erect, can be obtained from these Offices. If any illegal signs are observed by the Outdoor Advertising Regional Office, the sign may be removed and you as the owner of the sign will be fined for the offense.
