Item CL 12-2002 FUNCTIONS AND DUTIES OF THE WHIP OF COUNCIL

RESOLVED:

1. That the report pertaining to the functions and duties of the Whip of Council BE NOTED.
2. That the following BE ACCEPTED as a guideline in respect of the functions and duties of the Whip of Council: Responsible for maintaining positive relationships between political parties in the Council.
   • Authorize leave of absence of councillors from the Council.
   • Ensure that Councillors are allocated to Portfolio Committees
   • Responsible for the smooth functioning of Portfolio Committees.
   • Responsible to devise an effective strategy for debates, questions and motions in Council inconsultation with the Speaker.
   • To intervene and call for caucuses in Council.
   • To recommend to the Speaker the enforcement of disciplinary measures on violations and misconduct by councillors.
   • Any other related function as may be identified by Council.
3. That for purposes of Council administration, the position of Whip of Council BE EQUATED to that of Chief Whip of Council.
