Clr Patricia Kumalo’s history of political involvement started in the trade union in the late 70s, where she occupied various leadership positions. She was chairperson of the ANC Ward Task Team in the then Ward 32 which was responsible for the alignment of the ANC branch to the Ward. When the branch was launched, she was elected as the Branch Executive Manager of the Sandile Gxoyiya ANC branch. She also served as the chairperson of the ANCWL at the Sandile Gxoyiya branch. She served SANCO at the level of street committee and the SACP as its Deputy Chairperson in Vosloorus. The councillor joined the NGO sector in 1994 when she was employed by the Sexual Harassment Education Project. She held various positions here ranging from policy formulation co-ordinator to being the executive director - a position she held until March 2006. The Speaker served as Deputy Chairperson of the Gauteng Network on Violence Against Women. While she was in the NGO sector she worked with credible international African NGOs and governments on a range of issues affecting women, including their economic emancipation. She contributed to a number of pieces of legislation and Codes of Good Practice such as the current Labour Relations Act, Employment Equity Act, Domestic Violence Act, Maintenance Act, Sexual Offences Bill and co-authored the Code of Good Practice on the Handling of Sexual Harassment Cases, which is appended to the Labour Relations Act. Clr Kumalo was appointed Member of Mayoral Committee for Economic Development in 2006 and just two-and-a half years later she was elected as Speaker of the Council, a position was re-elected in after the 2011 local government elections.
