Strategic documents

All strategic documents are used for the effective running of the Organisation. These documents include the medium and long term goals for The Organisation, laws that govern us, as well as y long term arrangements that the organisation might have with financial institutions, as well as service level agreements that are in place with third party supplier such as Rand Water.

Integrated development planning is a process through which municipalities prepare a strategic development plan which extends over a five-year period. The Integrated Development Plan (IDP) is a product of the IDP process. The EMM IDP is the principal strategic planning instrument which guides and informs all planning, budgeting, management and decision–making processes in the municipality.
Through integrated development planning, which necessitates the involvement of all relevant stakeholders and municipality :

  • identifies its key development priorities;
  • formulates a clear vision, mission and values;
  • formulates appropriate strategies;
  • develops the appropriate organisational structure and systems to realise the vision and mission;
  • and aligns resources with the developmental priorities.

In terms of the Systems Act, all municipalities have to undertake an IDP process to produce IDPs. As the IDP is a legislative requirement, it has legal status and supersedes all other plans that guide development at local government level.

The overall aim of the Densification Strategy is therefore to provide guidance to Ekurhuleni Officials, Planners, Developers and the public in the densification of Ekurhuleni. This document is a broad metro-wide strategy, which is to be incorporated into and applied to any new or revised policy documents and which takes cognizance of all current policy and framework documents.

This document is not produced for the evaluation of individual residential densification applications, but is produced to guide the drafting of LDFS’s and other metropolitan policies. Although we have made significant strides towards the improvement of people’s lives in South Africa since the first democratic elections in 1994, many challenges remain. While much has been done in Ekurhuleni, much more still needs to be done to grow and develop our city and our people.
We have a vision of being the smart, creative and developmental city – that is our destination, but to arrive at our destination we need a roadmap. The Growth and Development Strategy 2025 will be our roadmap, guiding our actions and showing us the way during the next 20 years.

The GDS 2025 reflects not only the thinking of the Municipality’s leadership, but also captures the inputs of our many development partners and stakeholders. Every citizen in Ekurhuleni can make a contribution to its development and it is our hope that the ideals expressed in the document will be embraced by all.

The GDS 2025 will form the basis of all our medium and short-term planning and will guide our policy and our budget as we seek to implement our mandate, to make Ekurhuleni a better place in which to live, work and play – a place where progress is the norm and where people can enjoy the fruits of our young democracy.
