Billboards must be safe and poses no danger to people, properties, or the environment.

Its size must also be in line with the City of Ekurhuleni’s Billboard and Display of Advertisement Bylaw.

This bylaw describes a billboard as any static screen, board, or three-dimensional devise larger than 4,5m2 and not exceeding 81m2. It must be supported by a structure to be used for posting, displaying, or exhibiting an advertisement. It can be classified as a small, large or super billboard.

A billboard can be attached to a structure made specifically for advertising or to a structure of any other form used to attach the advertisement. This can include product replicas and bridges.

Static billboards are a billboard displaying a fixed advertisement face, where the face is not changeable within seconds or minutes but where change of face must be re-erected and affixed to the structure.

A small billboard is seen as a static billboard lager than 4.5m2 up and including 18m2 in the area of advertisement.

The bylaw states that no advertising sign should be put up without written approval from the City first.

Construction of billboards

The construction and position on the site must, to the satisfaction of the City, be neatly and properly constructed, executed, and finished in a workmanlike manner in accordance to the National Building Regulations and Building Standards Act.

It must, to the satisfaction of the City, have a neat appearance and consist in accordance with the Bylaws on Billboards and the Display of Advertisements.

The billboard must not deface building facades with electrical services provisions, and other accessories. Among other thing, this bylaw states that when erecting or removing a billboard or any advertising sign, advertisement structure or device, no damage should be caused to the environment. This includes any tree, vegetation, electrical standard, bulk service or other public installation or property.
