About Health and Social Development
The department’s core function can best be broken down into the following points:
- providing primary health care,
- implementing community development and environmental health programmes aimed at improving accessible, affordable and acceptable health and social services the to the residents of Ekurhuleni.

Office of the HoD
Dr Gilbert Motlatla is at the helm of the Health and Social Development Department, which has divisions primary health care, social development, environmental health and planning, projects, operations and support services.
Primary Health Care
The key drivers for this division are based on the prevailing health and social needs in City, and include increasing access to primary healthcare services and facilities, improving disease prevention and health promotion to reduce deaths,
Social Development
The focus here is to advance socio-economic development efforts so as to encourage participation of the disadvantaged in developmental endeavours. This will go a long way to improve the quality of life of individuals, groups and communities.
Environmental Health
Reducing and preventing health risks associated with environmental hazards is the responsibility that falls under this division. This is done through enforcement and education to provide consumer protection and ensure that food exposed for sale is safe and fit for human consumption,
Planning, Projects, Operations & Support Services
Divided into three units, they handle the following:- Health Project – responsible for increasing access to primary health care and social services through the construction and maintenance of the required facilities.
