About Water and Sanitation
PURPOSE
The purpose of the Water and Sanitation Department is to plan and implement operations and revenue management of water and sanitation services.
Its core function is to:
- provide quality safe potable water,
- provide sanitation services, and
- address challenges and root causes of water losses and non-revenue water and metering issues.
Guidelines and Standards for Planning and Design of Water and Sanitation Services
The design of water and sanitation services infrastructure within the CoE must comply with the requirements of the latest editions of the Codes, Standards and Statutory Regulations.

Divisions
Office of The HoD
Thokozani Maseko took up the reins as Head of the Department in 2022. He brings a wealth of experience gained through the ranks in the local government sector and within the department.
The HoD is responsible for driving the overall optimisation of the water management value chain, through effective strategic planning, directing and alignment of functional management frameworks and operational delivery. The position provides departmental oversight and the executive management of the provision of water infrastructure services in the City of Ekurhuleni.

Strategic and Functional Planning
Divisional Head (Acting): Lubabalo Matakane
The Strategic and Functional Planning Division is responsible for ensuring the needs of the developing City are met. The division manages the water infrastructure registry and develops the master plan. Their functions also include conducting feasibility studies, design and project planning, studying and commenting on building plans, and developing and updating the water services development plan. The division is also tasked with addressing the non-revenue water challenges through water demand management, and also houses the Department’s policy, standards, research and quality management wing.
Water Operations
Divisional Head: Mbali Matiwane
The Water Operations Division is responsible for ensuring the optimisation of the service delivery value chain. The division is responsible for the provision of water and sanitation services to all customers in the CoE. Infrastructure maintenance is the core function of the division, and this involves attending to leaks and repairing burst water pipes, valves, hydrants as well as the sewer network which includes the maintenance of pump stations.
Projects and Design
Divisional Head: Otega Sithole
The Projects Division is responsible for managing the planning, development and construction of water and sanitation infrastructure projects. This includes ensuring the effective implementation of contract and project management to maximise limited resources for the benefit of the citizens of the City of Ekurhuleni.
Water Quality and Revenue Management
Divisional Head: Aser Sekgoela
The Water Quality and Revenue Management Division is responsible for the development and management of water distribution and revenue strategies, policies and plans. This is accomplished by implementing optimal solutions for water supply throughout the City as well as monitoring drinking and wastewater quality compliance. The function includes the installation of new water connections, metering and ensuring compliance with the national Blue and Green Drop standards.
Support Services
Senior Executive Manager: Jacoline Madiba
The Support Services, Governance and Compliance Division is responsible for the provision of support services to the Department of Water and Sanitation. This includes providing executive support services, customer and stakeholder relations, communications, marketing and events management, citizen education and awareness, human resources management, risk and compliance management.
