This is a speech customarily given once a year by the Executive Mayor and commonly called the State of the City Address (SOCA).
The Executive Mayor reports on the status of the city at a full council sitting. It follows the State of the Nation Address (SONA) by the President and the State of the Province Address (SOPA) by the Premier
In terms of section 19 (b) of the Local Government Systems Act 2000 notice is given of a special council meeting, and in terms of the Municipal Structures Act Section 29 (1) the Speaker of Council decides when and where the Council meets.
A vision for the City and key objectives and deliverables for the year ahead, highlighting achievement in the past year, flag challenges and outline interventions to unlock development interventions for the coming financial year.
The Executive Mayor Ald Nkosindiphile Xhakaza will deliver his maiden State of the City Address at 10h00 in the City’s Council Chamber.
The first SoCA was on 26 April 2007, delivered by the then mayor Duma Nkosi in the Germiston Council Chamber (renamed the OR Tambo Government Precinct, Civic Centre, Germiston New Council Chamber).
This year, 17 years later, it will be delivered by Executive Mayor Ald Nkosindiphile Xhakaza.
