EKURHULENI METROPOLITAN MUNICIPALITY
NOTICE IN TERMS OF SECTION 33 OF THE LOCAL GOVERNMENT: MUNICIPAL FINANCE MANAGEMENT ACT, NO 56 OF 2003: APPOINTMENT OF CONTRACTOR FOR THE DESIGN, BUILD, OPERATION AND MAINTENANCE OF AN AUTOMATED FARE COLLECTION (AFC) SYSTEM FOR PHASE 1 OF THE EKURHULENI IRPTN SYSTEM AND EKURHULENI BUS SERVICES FOR A PERIOD OF 12 YEARS FROM DATE OF AWARD
NOTICE IS HEREBY GIVEN in terms of Section 33 of the Local Government: Municipal Finance Management Act, No 56 of 2003 that the Ekurhuleni Metropolitan Municipality (“the Municipality”) intends entering into an agreement which will impose financial obligations on the Municipality for a period longer than three years covered in the annual budget for the financial years 2015/2016, 2016/2017, 2017/2018, 2018/2019, 2019/2020, 2020/2021, 2021/2022, 2022/2023, 2023/2024, 2024/2025, 2025/2026 and 2026/2027. The contract relates to the appointment of a contractor for the design, build, operation and maintenance of an Automated Fare Collection (AFC) System for Phase 1 of the Ekurhuleni Integrated Rapid Public Transport Network (IRPTN) system and Ekurhuleni Bus Services that will be valid for a period of 12 years from the date of award.
NOTICE IS FURTHER GIVEN in accordance with Section 21A and Section 21 of the Local Government: Municipal Systems Act, No 32 of 2000 that –
(a) the draft contract, in its current form, and an information statement summarizing the Municipality’s obligations in terms of the draft contract are available for inspection at the venues listed in Schedule A attached to this notice.
(b) the draft contract and the information statement are accessible Here, the official website address of the Municipality;
(c) for a period of thirty (30) days from the date of publication hereof, the draft contract and information statement will be prominently displayed on the official notice-boards at the venues listed on Schedule A. As from the date of publication hereof, copies of the draft contract and the information statement, as well as further details of the proposed transaction may be obtained at the Municipality from Mr. Tommie Snyman, Tel: (011) 999 4450, Department of Transport, Planning and Provision, Section: IRPTN, 6th Floor, Kempton Park Civic Centre, cnr CR Swart and Pretoria Road, Kempton Park. The further details may also be accessed on the website mentioned above;
(d) the local community and other interested persons are invited to submit comments or representations in respect of the proposed contract, to the Municipality. Such comments or representations must be received by no later than the thirtieth (30th) day from the date of publication hereof via fax at 086 581 8817 or email at tommie.snyman@ekurhuleni.gov.za or must be delivered to Mr. Tommie Snyman, Tel: 011 999 4450, Department of Transport, Planning and Provision, Section: IRPTN, 6th Floor, Kempton Park Civic Centre, cnr CR Swart and Pretoria Road, Kempton Park;
(e) any person who is unable to write may present herself or himself during office hours at the office of Ekurhuleni Metropolitan Municipality to Mr. Tommie Snyman, Tel: (011) 999 4450, Department of Transport, Planning and Provision, Section: IRPTN, 6th Floor, Kempton Park Civic Centre, cnr CR Swart and Pretoria Road, Kempton Park where a staff member of the Municipality will assist such person to transcribe that person’s comments or representations.
