EKURHULENI METROPOLITAN MUNICIPALITY  BENONI CUSTOMER CARE AREA

NOTICE OF A DECISION TO CONSIDER AN UNSOLICITED BID FOR THE TRANSFER AND PERMANENT DISPOSAL OF A NON-EXEMPTED CAPITAL ASSET (NOT EXCEEDING HIGH VALUE) : ERF 20069 DAVEYTON EXTENSION 7 TOWNSHIP, DAVEYTON [Ref : (7/2/3/1/2-A22/7(20069) SPO(S)]

Notice is hereby given in terms of section 113(2) of the Municipal Finance Management Act, 2003 that the Accounting Officer has decided to consider an unsolicited bid received from Daveyton Health Holdings (Pty) Ltd for the acquisition of Erf 20069 Daveyton Extension 7 Township, Daveyton, for purposes of constructing a private hospital.

The following are reasons why the bid should not be open to other competitors:

(i)      The unsolicited bid proposal received meets the criteria for the dispensing of the normal competitive bidding process as contained in Paragraph 7(d) of the Municipality’s Land Disposal Framework and Guidelines and is to encourage investment in the Ekurhuleni Metropolitan Municipality’s Area.

(ii)     The subject property is situated within a residential area and will therefore be easily accessible, which is an advantage as currently, patients have to travel at least 20km to access the nearest hospitals which is crucial for patients in need of emergency medical attention.

(iii)    Another advantage is a saving in transport costs for private and public transport users, which is line with the Constitution of South Africa for the right of everyone to have access to healthcare services.

(iv)    The acquisition of the property by Daveyton Health Holdings(Pty) Ltd will afford medical doctors already providing medical services in Daveyton to expand their services by having additional consulting rooms at the hospital and therefore be retained within the area for the improvement of health within Daveyton and surrounding areas.

(v)     The proposed private hospital development will attract additional medical practitioners/specialists which will transform the health care sector within this previously disadvantaged community and create additional jobs (temporary jobs at construction phase and permanent jobs during the operational phase) to alleviate poverty and address under development. 

(vi)    The acquisition of the property for the construction of a private hospital will also be catalytic development to enhance socio-economic opportunities and attract prospective investors.

(vii)   Should the proposed development be lost the impact is that Ekurhuleni Metropolitan Municipality will be viewed as being unfriendly to investors in the current depressed economy with so much competition for investment. 

Potential Benefits:

(i)                Income generated from the proceeds of the sale of the property in the value  of R1 447 800,00 (VAT Included) and further income from rates and taxes will be realised once the property has been transferred.

(ii)               The proposed medical facility will benefit the area greatly as it will increase the economic activity of the area.

(iii)    The medical facility at the community’s door step will promote a healthy living standard and therefore an extended life expectancy to the Daveyton community and surrounding areas.

(iv)              Creation of employment opportunities which align to and give impetus to the reduction of unemployment and poverty alleviation as fully set out in the Millennium Goals 2014 and the Ekurhuleni Metropolitan Municipality’s Growth and Development Strategy 2025.

An invitation is hereby extended to any member of the public or potential bidder to submit their written comments or representations to this unsolicited bid to the Accounting Officer within 30 days from date of this publication during  ordinary office hours at the office of the Manager : Corporate Legal Services, Ekurhuleni Metropolitan Municipality, (Benoni  Customer Care Area), Administration Building (Room 136), Municipal Offices, Elston Avenue, Benoni, or a Private Bag X014, Benoni, 1500 and Private Bag X014 Benoni , 1500
