Skills Development and Bursary
The city of Ekurhuleni (CoE) in partnership with the Department of Public Works has implemented Phase 3 of Vuk’uphile Learner Contractor Development Programme, which is part of the EPWP.
The programme was aimed at incubating and mentoring emerging contractors into fully-fledged contractors and site supervisors with adequate administrative, technical, contractual, managerial and entrepreneurial skills that enables them to operate sustainable business entities.
According to the Executive Mayor Councillor Mzwandile Masina, at programme completion, emerging contractors are eligible to be certified with NQF Level 4, in supervision of construction process (SAQA ID 49053) and have an improved CIDB grading.
Masina says a total of 102 Learner Contractors and 102 Learner Supervisors were recruited into Vuk’uphile Learner Contractor Development Programme Phase 3 in year 2017. Over the 3 years, learner contractors were successfully allocated projects to a total value R239m.
He adds that a partnership with the National Department of Tourism and Gauteng Department of Education saw 175 Ekurhuleni Grade 10–12 students, eight teachers and two district officials being taken on an exploratory tour to Bizana, Eastern cape (Birth place of OR Tambo) as part of the “We Do Tourism Programme” and preservation of OR Tambo’s legacy.
Furthermore, the City co-hosted the National Tourism Transformation Summit with the National Department of Tourism, which was attended by an estimated 926 people from across South Africa.

The Requirement of Bursary
The criterion for applying Ekurhuleni Municipality Bursary that every applicants must adhere are:
- Applicants must be South African citizen
- Certified copy of ID and latest CV
- Provisional letter of acceptance/registration from the desired Higher Education Institute
- Full official academic results
- Two written recommendation letters from competence individual/group
- Applicants are not permanently employed at any public/private institution
The burasary will only be given to students studying in public university/institution. Undergraduate and postgraduate (specifically in fields of Arts and Culture Research) are encouraged to apply. The coverage of Ekurhuleni Municipality Bursary include registration fees, tuition fees and prescribed book.
