UNDERSTANDING THE CITY OF EKURHULENI’S PROCUREMENT PROCESS: A GUIDE FOR SERVICE PROVIDERS AND THE COMMUNITY

In line with recent legislative changes and policy updates, the City invites all interested service providers, businesses, and members of the local community to familiarise themselves with the procurement procedures and opportunities available.

Recent Legislative Amendments

As of 14 December 2023, amendments to the Municipal Supply Chain Management Regulations were officially gazetted, introducing revised thresholds and requirements for quotations and tenders. In response, the City of Ekurhuleni has adopted these changes, and updated its SCM Policy, approved by Council on 1 March 2024.

Compliance with the Municipal Finance Management Act (MFMA)

The City’s procurement process aligns with the Municipal Finance Management Act No. 56 of 2003, specifically National Treasury Circular No. 81, which mandates that:

  • All municipalities and municipal entities must implement the use of the Central Supplier Database (CSD).

How to Do Business with the City of Ekurhuleni

1. Register on the Central Supplier Database (CSD)

All service providers interested in conducting business with the City must be registered on the National Treasury’s Central Supplier Database. Registration is free and can be completed online via the CSD website: https://secure.csd.gov.za

The CSD is a single source of supplier information for all spheres of government and simplifies the procurement process by verifying supplier compliance in real time.

2. Register on the City of Ekurhuleni Supplier Database

In addition to the CSD, suppliers must also register on the City of Ekurhuleni’s own supplier database. This is crucial for visibility in the City’s procurement system and for receiving notifications about relevant tenders and quotation opportunities.

Ensure that all required documentation is submitted, including:

  • CSD registration number
  • Tax compliance information
  • B-BBEE status certificate or sworn affidavit
