
CITY OF EKURHULENI CELEBRATES EXEMPLARY SERVICE OF CITY MANAGER DR IMOGEN MASHAZI
The City of Ekurhuleni proudly celebrates the extraordinary career and invaluable contributions of its first female City Manager, Dr Imogen Maboikanyo Mashazi, whose enduring dedication has significantly enhanced service delivery and governance standards across the metro.
Dr Mashazi, with four decades of dedicated public service, began her journey as a nurse at the Chris Hani Baragwanath Hospital before transitioning to municipal governance in the early 1990s. Her impressive career within local government saw her play crucial roles across various municipalities that now form part of the dynamic City of Ekurhuleni.
Notably, Dr Mashazi was instrumental in establishing numerous primary healthcare facilities across the region, significantly improving healthcare services and public health outcomes. Under her tenure as the head of the health department, Ekurhuleni notably achieved the highest TB cure rate nationally and dramatically reduced mother-to-child HIV transmissions.
In 2016, Dr Mashazi took the helm as City Manager, steering the city into an era of remarkable growth and development. Under her astute leadership, Ekurhuleni’s capital expenditure increased from R3.9 billion to R7 billion, fast-tracking vital infrastructure projects that provided electricity, water, and roads to previously disadvantaged communities. Dr Mashazi oversaw the successful construction of 29 reservoirs and water towers, including Africa’s second-tallest water tower in Benoni, enhancing the city’s water security.
Dr Mashazi’s tenure was characterized by exceptional financial governance, culminating in three consecutive Clean Audit outcomes since the 2019/2020 financial year, reflecting zero unauthorized and wasteful expenditures and achieving a 91% collection rate. Her leadership also garnered numerous accolades, including the South African Board for Personnel Practice (SABPP) award, multiple Blue Drop and Green Drop awards, and the Public Sector Leader Award at the Virtual Top Empowerment Awards. Dr Mashazi’s recent recognition by Good Governance Africa underscores her exemplary commitment to transparent and efficient governance.
A passionate advocate for women’s empowerment, Dr Mashazi established the City Manager’s Women Empowerment Legacy project in 2017, which has significantly advanced women’s careers across historically male-dominated departments and expanded its positive impact throughout all city departments. The City of Ekurhuleni extends its heartfelt gratitude to Dr Imogen Mashazi for her extraordinary leadership, steadfast commitment, and indelible impact on our community and governance structures. Her legacy will undoubtedly inspire continued excellence within the city’s administration.
