STATEMENT BY THE MEMBER OF THE MAYORAL COMMITTEE RESPONSIBLE FOR FINANCE, ALD. JONGIZIZWE DLABATHI, ON THE PAYMENT OF SERVICE PROVIDERS IN THE CITY OF EKURHULENI
The City’s Finance Department remains committed to responsibly addressing the backlog of long-outstanding invoices. As the recently appointed Member of the Mayoral Committee responsible for Finance, I have been actively overseeing the progress made in clearing these pending payments to ensure that our suppliers and partners receive due compensation in a timely, fair, and transparent manner.
It should be noted that the speed at which invoices can be settled is still dependent upon our available cash flow. This underscores the importance of cultivating a robust payment culture and strengthening our revenue collection and credit control efforts. These initiatives are central to improving our financial position, enabling us to meet our obligations more efficiently.
This week alone, the City will be disbursing approximately R500 million towards settling overdue invoices, with special attention given to supporting small and medium enterprises (SMEs).
This step demonstrates our commitment to building inclusive local economic growth and ensuring that smaller service providers are not disadvantaged by payment delays.
To maintain the highest standards of financial governance, the following principles will guide the settlement process:
- Only invoices that meet all validity criteria will be considered.
- Payments will be made based on verified, completed work, ensuring accountability and value for money.
- Any suspicious or duplicate invoices will be thoroughly scrutinised before payment.
- All disbursements will be strictly within approved budgetary parameters.
All departments have been instructed to exercise rigorous expenditure management, ensuring that procurement practices are economical, fair, and yield long-term value to the residents of Ekurhuleni. By adhering to these measures, we reaffirm our dedication to sound financial stewardship and our commitment to improving trust, reliability, and responsible financial
administration within the City’s operations.
